Path A: Structured Delivery (ODS L1)
For: Individual maintainers, open source projects, any team that wants cleaner delivery metadata.
Goal: Make branches, commits, and PRs machine-readable.

Path B: AI Disclosure

Goal: Record AI involvement in the L1 artifacts before adopting draft review workflows.
